Introduction

The World Organization of United Cities and Local Governments (UCLG) is a global network representing cities and local, regional, and metropolitan governments as well as their associations. The organization is dedicated to representing, defending, and amplifying the collective voice of local and regional governments to ensure that no one and no place is left behind. UCLG envisions local governments as the guardians of the aspirations of communities worldwide, working to realize the ideals embedded in the Sustainable Development Goals (SDGs).

Through collaboration, dialogue, cooperation, and knowledge-sharing, UCLG fosters unified global responses and action. The organization supports the advancement of inclusive and sustainable communities through strategic commitments that transcend borders and connect local realities globally.

UCLG’s advocacy is channeled through:

  • Strengthening its global network
  • Developing and implementing policies and advocacy strategies
  • Supporting implementation and learning mechanisms
  • Facilitating monitoring and reporting practices

UCLG serves as the principal convener of the local and regional government constituency within the Global Taskforce of Local and Regional Governments, the political platform for joint deliberation and consensus on the international agenda.

Mission, Vision, and Goals

UCLG’s mission is to promote democratic local self-government and to enhance the role of local and regional authorities in the implementation of global agendas. The organization supports its members in contributing to global development and climate goals through local action.

Its vision includes:

  • Strengthening local democracy
  • Achieving inclusive governance
  • Promoting territorial cohesion and sustainable urban development
  • Advancing local implementation of global goals (SDGs, New Urban Agenda, Paris Agreement)

Structure

Sections: UCLG operates as a decentralized network with 7 regional sections, 1 metropolitan section, and 1 section for regional governments. These include:

  • Eurasia Section
  • Europe Section
  • Latin America Section
  • Middle East and West Asia Section
  • North America Section
  • Metropolitan Section
  • Forum of Regions

Each section sets its own policies within its jurisdiction and reinforces the decisions of the governing bodies of the World Organization. They also play a key role in policy development, programming, and administration.

Governing Bodies:

  • World Council: Main policy-making body, meets annually.
  • Executive Bureau: Responsible for initiating proposals and ensuring their implementation.
  • Presidency: Includes the President, Co-Presidents, Treasurer, and Special Envoys.
  • General Assembly: Open to all members, meets every three years.

Secretariat

World Secretariat: The UCLG World Secretariat, established in 2004, is based in Barcelona, Spain. The city was selected as the host after an international call. The Secretariat supports the implementation of UCLG policies and programs and coordinates communication among members and partners.

Secretary-General: The Secretary-General is the chief executive officer of UCLG. Appointed through an international selection process, the Secretary-General oversees daily operations, manages the Secretariat, and ensures the implementation of decisions under the guidance of the Presidency and Executive Bureau.
